7-2. Civilian Conservation Corps
走多了國家公園，你可能會常看到CCC這名字，也就是Civilian Conservation Corps。因為這公園的Painted Desert Inn有CCC的貢獻，可以在餐廳的桌上看到如圖6-2.1簡單的描述，這邊就稍微簡介一下。

CCC是經濟大蕭條時代的產物，也是FDR(Franklin D. Roosevelt)新政(New Deal)刺激經濟重要的一環，不再由傳統「經濟活動背後的那一隻手」讓經濟自然好，因為somehow這隻手在那陣子不太靈光，很多人那陣子也對這隻手失去了信心。於是改由政府出面主導，以計畫性經濟帶動停滯不前的經濟以期能夠起死回生。於是，在FDR的總統就職演說裡，提出了CCC這個方案：
...I propose to create a civilian conservation corps to be used in simple work, not interfering with normal employment, and confining itself to forestry, the prevention of soil erosion, flood control, and similar projects. I call your attention to the fact that this type of work is of definite practical value, not only through the prevention of great present financial loss but also a means of creation future national wealth...
於是，在國會通過並撥款的情況下，CCC於1933年正式成立並且展開他們的神聖使命，一直到1942年因為美國捲入二次世界大戰才解散。
圖7-2.2: 我一直覺得Sequoia National Park的這個公園牌子很cute，這也是當年CCC製作的。實際上，現今不少公園的入口牌子都是CCC做的。
基本上，CCC就是政府創造就業機會，讓當時失業的年輕人有工作，不至於成天當個冗員而成為家庭的負擔。而這就業機會的地點，主要就是一些國家與州立公園等地，典型的工作包括造橋、鋪路、設置與強化步道、木工、水電、整修木屋......等等，做的是一些屬於勞力密集型的工作。雖然住的是類似難民營的帳棚、吃的是粗茶淡飯，但生活有目標、也有意義，對這些年輕人有相當大的幫助，也幫助他們自己找回信心。此外，在CCC營區常常也有教學區，讓FDR的這些CCC Boys在勞動工作後，有時間可以讀點書，為將來鋪路，因為畢竟，CCC只是個暫時性的計畫，大家都曉得不會永遠繼續下去。
圖7-2.3: CCC對Crater Lake National Park也很有貢獻，所以在公園的Visitor Center裡放了個CCC與FDR惠我良多的佈告。我沒記錯的話，這公園那三個入口牌子也是CCC製作的。
隨著經濟慢慢起色，需要的CCC人數慢慢減少，在日本偷襲珍珠港後，大部分的CCC從國家公園移至二戰戰場需要的地方，比如幫忙基地的建造工程等等，而國會在不久後也凍結了CCC的預算，讓這個FDR新政裡最受歡迎的項目在1942年正式劃下休止符，之後成為很多人津津樂道的回憶。
