9-16. Superintendent's Talk

這個冬天又到了公園大概十天,在住Mammoth Hot Springs Hotel時看了一下evening programs的節目表,看到了其中一場有公園的Superintendent出席並主講。那晚我不住這旅館,雖然晚上開車在地上結冰並且可能有wildlife出沒的路上有安全上的顧慮,但還是決定冒險從Gardiner專程開來聽,畢竟機會難得。整場大概一小時的節目大都以問答方式進行,而不是Superintendent一個人從頭講到尾。也許是因為可以跟Superintendent直接互動很難得,當晚旅館的Map Room坐得很滿,互動也很熱烈。

當晚大部分的時間都在講bison,因為之前已經有消息指出,將有800到1,000隻bison在這個冬天會被cull,這也得到Superintendent的證實。據Superintendent說,這年公園共有4,900隻bison,而且每年的成長率是17%,而公園的管理目標是3,000隻。即使少了1,000隻,依然大於目標3,000隻,而且17%的成長率沒幾年就又可以到達5,000隻左右。當bison太多時,除了會跟其他動物競爭外,也對公園交通造成很大的困擾,比如夏天常見的一個bison jam可以雙向堵車堵5 miles之長,這對遊客來說並不是愉快的經驗,雖然很多人覺得近距離看到bison走在馬路上很有趣。

而bison太多也對公園外的畜牧業造成問題,尤其是冬天的時候。黃石公園的bison大概有一半帶有Brucellosis這疾病,人養的牛跟bison接觸後會被這疾病傳染,進而導致牛奶產量下降、不孕或是流產。也因此雖然到公園的遊客是以很有趣的態度在看這動物,公園外的畜牧業可是提心吊膽,很怕有bison走到他們的農場。不幸的事情發生在1996-1997年的冬天,這年冬天降了平均降雪量150%的雪,這高額的降雪量使得公園的bison很難吃到雪下的草,紛紛遷移到降雪量較低的地方,也就是公園外的北邊。為了保護畜牧業,Montana政府下令對這些bison開槍,結果這年的冬天在公園外共斃了超過1,000隻bison,堪稱公園史上最大的bison屠殺事件之一。

一旦bison離開了公園,就不算是公園的管轄範圍。實際上,Montana更早還去法院告黃石公園讓這些bison離開公園而造成了所謂的「率獸食人」。很多人無法理解為何公園不保護bison而去談了個什麼幹掉1,000隻bison的協定,但這並不是公園所能夠完全控制的,因此妥協在所難免。而且這還不是公園的Superintendent去談,而是大兩層級的Secretary of the Interior去跟Montana政府以及印地安人談所簽下的協定。

就如Superintendent所說,很多事情"I hate to do it, but I have to.",雖然幹掉1,000隻bison不是他去談的,但現實狀況提供的選項不多,很多時候是很無奈的。

無奈的講完了,改成講點有趣的。據Superintendent說,有一次有個已經退休的遊客跟他聊到進公園的價錢。一般的Interagency Annual Pass是一年$80,但如果你是美國公民或有綠卡,62歲後可以買一張Senior Pass,上次看到是只要$10就可以之後用一輩子。總之,這位senior覺得這真是大有為政府的德政,有德到他自己都覺得受之有愧。於是Superintendent給他個建議:"Buy it, but don't use it"。

不過Superintendent也說,其實是有人建議這價錢應該給學生,而不是senior,因為平均來說,學生在財力上比senior弱勢。不過獎勵senior似乎也不是什麼錯,畢竟為國家貢獻了這麼久,由政府代表人民感謝也很正常就是。

此外,也提到了如果不是美國公民,進美國國家公園的票價是否也應該較高?有人認為是該這麼做,不過這只是有人認為,目前還不是個熱門話題就是。

這個Superintendent's Talk是由Yellowstone Park Foundation促成,而一直以來這個NGO提供了不少經費給公園做各種事情。就Superintendent所說,光從上級得到的經費是不夠的,公園不少建設、維護、研究......等都是靠有人樂捐才有辦法進行,而Yellowstone Park Foundation就是提供公園額外經費的一個主要來源。現場的消息還說,Yellowstone Park Foundation即將跟Yellowstone Association(就是經營Visitor Center書店的另一個NGO)合併,也許會帶來另一番新氣象。
